What is a WhatsApp chatbot?
A WhatsApp chatbot is software that responds automatically to messages sent to your business number. There are two basic types:
- Rule-based bot: Uses menus and buttons. If a user types “1,” it opens pricing; “2” opens the support menu. It is predictable and inexpensive but struggles when a customer goes off-script.
- AI-powered bot: Understands natural-language messages, finds relevant information in your company knowledge base (product details, FAQs, policies), and responds based on it. This often uses Retrieval-Augmented Generation (RAG). See our RAG guide and AI chatbot article.
A hybrid model is usually the most practical: defined flows handle tasks such as order status and appointments, AI handles open questions, and a human representative takes over when the bot cannot help.

In short: the app is enough for a few saved replies. Use the API for a bot, integrations, or team management. You can access the API directly through Meta or through a Business Solution Provider (BSP).
How does Meta pricing work?
Since 1 July 2025, the WhatsApp Business Platform has charged per message, replacing the previous per-conversation model. The fee depends on template category and the recipient's country code. In summary, according to Meta's official documentation:

The key concept is the 24-hour window. When a customer messages you, the window opens and your business can reply freely without a template during that time. Responding to customer-initiated support conversations with an AI bot is therefore generally the most cost-effective use case. Marketing messages are always charged.

- Meta message charges under the rules above.
- Platform/BSP fee: A third-party provider may charge a subscription or service fee.
- AI model usage: Each LLM API response has a usage cost. Limiting the knowledge base and avoiding unnecessarily long conversations can reduce it.
- Setup and maintenance: Conversation design, integrations, knowledge-base preparation, and ongoing improvements.
Meta's AI rule: general-purpose bots are prohibited
This limitation should be considered during design. Meta's WhatsApp Business Platform terms removed general-purpose AI chatbots from the platform for new users from 15 October 2025 and existing users from 15 January 2026. The restriction targets bots whose main product is AI itself—an assistant that answers anything and carries on open-ended conversations like ChatGPT. Business-specific use cases remain allowed, including customer support and FAQ automation, appointment and reservation management, order tracking and status updates, lead qualification, and notifications (summary; see also TechCrunch).
We recommend the following when designing a bot:
- Limit it to your business workflows; prevent it from answering unrelated prompts such as “write me a poem.”
- Define a clear handoff to a person for complex or sensitive cases.
- If you already have a bot, review whether it behaves as a general-purpose assistant.
How it works: the path of a message
- A customer messages you on WhatsApp; Meta sends it to your system through a webhook.
- The system retrieves conversation history and customer details from your CRM.
- Intent and scope check: Is the message within the business's workflow—an order, appointment, pricing question, or complaint?
- Knowledge retrieval (RAG): The AI model finds relevant sections in your knowledge base.
- Generate a reply and take action: The model writes a response and, where needed, connects to your systems to check an order or make an appointment.
- Reply or hand off: The message is returned to WhatsApp; if confidence is low, a live agent takes over.
- Log and analyze: Store the conversation and monitor common questions, resolution rate, and satisfaction.

Setup steps
- Define a goal and scope. List the ten questions and three tasks the bot should handle. Do not ask it to “answer everything.”
- Choose how to connect. Decide between Meta Cloud API directly and a business provider.
- Verify the business and number. Set up Meta Business and WhatsApp Business accounts; complete business verification if required.
- Prepare the knowledge base. Keep FAQs, pricing and plans, policies, and process documents clean and current. The bot is only as accurate as the information it receives.
- Design the conversation. Define tone, greeting, scope limits, “I don't know” behavior, and human-handoff rules.
- Prepare and approve templates. Meta-approved templates are required for notifications outside the 24-hour window.
- Connect integrations. Add CRM, orders, booking, or ERP only when the bot needs them.
- Run a pilot. Start with a limited group or after-hours service, then review incorrect answers one by one.
- Measure and improve. Track resolution rate, handoff rate, average response time, and customer satisfaction.
Security and legal compliance: KVKK and İYS
KVKK. On 24 November 2025, Türkiye's Personal Data Protection Authority published “Generative AI and the Protection of Personal Data: 15 Questions”. It emphasizes lawfulness, transparency, and accuracy, and explains that generative AI outputs are not always correct, so human review matters. Practical recommendations for a WhatsApp bot (these are our suggestions, not a quotation from the regulation):
- Tell users clearly that they are speaking with AI.
- Explain in your privacy notice why bot conversations are stored and for how long.
- Do not send unnecessary personal information to the AI model; mask identity and contact details where possible.
- Review the AI provider's data-processing terms and whether data is transferred abroad.
- For matters where an incorrect response could be costly (legal, medical, financial), prevent the bot from making definitive claims and route the user to a person.
- Scenarios involving special-category personal data, such as healthcare appointments, need extra safeguards. Get legal advice for those projects.
Commercial electronic messages (İYS). WhatsApp messages sent for marketing are commercial electronic messages under Law No. 6563. Obtain prior consent and register it with İYS. KVKK explicit consent and permission for marketing messages are separate matters. A support conversation initiated by the customer is not a marketing message, but consent is required if you later send campaign messages. How to measure success
- Automated resolution rate: Percentage of conversations resolved without a handoff.
- First response time and average resolution time.
- Reasons for human handoff: Reveal what the bot does not know and where the knowledge base needs improvement.
- Customer satisfaction (CSAT): A one-question survey at the end of a conversation.
- Conversion: Appointments, orders, or leads generated by conversations.

Do I need the WhatsApp Business API to build a chatbot?
The standard app is enough for basic greetings and saved replies. A real chatbot, multiple agents, CRM/order integrations, and automation require the WhatsApp Business Platform (API).
Is a WhatsApp chatbot free?
Account creation may be free, but costs can include message charges (especially marketing templates), a platform/BSP fee, AI model usage, and setup and maintenance. Meta does not charge for non-template replies within the window to a conversation the customer started.
Can I connect ChatGPT to WhatsApp?
Offering a general-purpose “ChatGPT-like” assistant on the WhatsApp Business Platform violates Meta's terms. A business-specific customer-service bot with a limited scope is allowed; the language model behind it can vary.
What if the bot gives an incorrect answer?
